Thailand: New e-monitoring obligations for BOI-promoted projects (effective April 2026)

The Thailand Board of Investment issued Announcement No. Por. 5/2569 (20 April 2026) introducing new progress-reporting requirements for BOI-promoted projects. The new rules replace the previous reporting framework and move reporting to the BOI's electronic monitoring system ("e-Monitoring").

Under the previous reporting framework, BOI-promoted companies that had not yet commenced full operations were generally required to submit reports on project progress to the BOI twice a year (February and July) through the BOI’s e-Monitoring system.

The new reporting requirements apply to all BOI-promoted companies that have not yet obtained approval for commencement of operations, including projects that received promotion certificates prior to the issuance of the new regulations.

Companies who receive BOI promotion must submit mandatory quarterly e-Monitoring progress reports for all BOI-promoted projects requiring filings within 30 days after each quarter end.

Reporting starts from the issuance of the BOI Promotion Certificate and continues until the project obtains its operational license. Reporting periods are now tied to quarter ends with

  • Q1 (January–March): April 30
  • Q2 (April–June): July 30
  • Q3 (July–September): October 30
  • Q4 (October–December): January 30 of the following year.

For projects promoted during a reporting quarter, the first report is due beginning in the following quarter.
