Vietnam restructures administrative boundaries | RÖDL

Within the second half of 2024, the Standing Committee of the National Assembly issued a series of official resolutions mandating the restructuring of administrative boundaries in various cities and provinces across Vietnam, taking effect from 2025. 

Currently, changes are being implemented at district and commune levels, leading to the partial or complete merger or removal of several wards and communes. Administrative boundary modifications have been identified in 51 provinces and cities, including major economic hubs such as Hanoi, Ho Chi Minh City, and Hai Phong.

These changes will affect the registered business and contact addresses of clients. Therefore, all companies, representative offices, and branches must promptly update their registered information if any modifications occur. 

Key obligations include:

  • Updating the registered head office address;
  • Updating the address for receiving tax notifications;
  • Updating the contact/permanent address of the legal representative, individual owner, or authorized representative (in Vietnam);
  • For FDI companies: Updating the address of the investment project implementation site, if applicable.

Companies should take prompt steps to identify whether their registered address has been changed due to administrative unit restructuring, and update their address to ensure continued compliance with local regulations. Further updates will be provided as more information becomes available.
