The member states of ASEAN and the European Union have concluded on the world’s first bloc-to-bloc air transport agreement at the Extraordinary ASEAN-EU Senior Transport Officials Meeting, held virtually on 2 June 2021.

The ASEAN-EU Comprehensive Air Transport Agreement (CATA) shall improve and strengthen connectivity between the EU and ASEAN, which has deteriorated during the pandemic, and will allow airlines of ASEAN and EU countries to fly any number of non-stop passenger and cargo services between the two regions.

Further, airlines may fly up to 14 weekly passenger services, with no limit for cargo flights via and beyond to any third country. The CATA shall also address cooperation in technical areas, such as aviation safety, air traffic management, consumer protection and environmental matters. In the next step, ASEAN and the EU will submit AE CATA for legal finalisation in preparation for the signing at a later date to be confirmed.

ASEAN members are further working towards establishing an ASEAN aviation authority to provide unified regional standards, e.g. for safety policies and flight controls, which would have a comparable role as the EU Aviation Safety Agency.
