Singapore tightens anti-vaping enforcement

Singapore has long taken a zero-tolerance stance on e-vaporisers and e-cigarettes. The Tobacco (Control of Advertisements and Sale) Act 1993 has long prohibited their import, sale, and distribution. In February 2018, the ban was expanded to cover the demand side, making it an offence to purchase, use, or possess e-vaporisers.
     
Enforcement has recently been stepped up, with harsher penalties taking effect from 1 September 2025. First-time offenders now face composition fines of SGD 500–700, while repeat offenders may be required to undergo mandatory rehabilitation. For those involved in importation, distribution, or sale especially of devices containing controlled substances penalties have been raised sharply, including imprisonment and caning.
       
Authorities have also clarified that foreign work pass holders convicted of vaping offences may have their passes revoked and be deported or barred from re-entry. This underscores the government’s intent to treat vaping as a serious public-health and drug-control issue.​​​
