As of 24 November 2021, fully vaccinated travelers from 13 countries who have remained in one or more of the Vaccinated Travel Lane (VTL) countries in the last 14 days before departure to Singapore can travel to Singapore via the VTLs. 
  

Vaccinated Travel Lanes

The 13 VTL countries include Australia, Brunei, Canada, Denmark, Germany, France, Italy, the Netherlands, The Republic of Korea, Spain, Switzerland, the United Kingdom, and the United States. 
  
As of 29 November 2021, Finland, India, Indonesia, Malaysia and Sweden will be added to the VTL countries; and as of 6 December 2021, Qatar, Saudi Arabia, and the United Arab Emirates will follow. 
  
Short term visitors and long term pass holders traveling to Singapore must apply for a Vaccinated Travel Pass (VTP) between 7 and 60 days before entering Singapore. Short term visitors must have a travel insurance with a minimum coverage of SGD 30,000 against Covid-19 related medical charges. 
  
Upon arrival in Singapore, travelers must self-isolate at a place of residence, a hotel or a serviced apartment while waiting for the results of their on-arrival PCR test. 
  

Work Pass Exempt Activities

Fully vaccinated travelers from VTL countries who need to come to Singapore for a short time (a maximum of 90 days in a calendar year) to carry out certain activities, can once again enter Singapore without a work pass as long as they are engaged to perform the work pass exempt activity* before entering Singapore, have a valid short term visit pass, and notify the Ministry of Manpower of their intention to work in an exempted activity after entering Singapore and before starting the activity. 
   
*Work pass exempt activities include the provision of expertise relating to the commissioning or audit of any new plant and equipment; or installing, dismantling, transfer, repair, or maintenance of any machine or equipment; or transfer of knowledge on process of new operations in Singapore. 
  

Safe Management Measures at the Workplace

As of 1 January 2022, only employees who are vaccinated or have recovered from Covid-19 within 270 days, will be able to return to the workplace. Those who are not vaccinated will not be allowed at the workplace unless they provide their employer with a negative Pre-Event Testing result valid for the duration they are required to be at the workplace.
