Preferential Stamp Tax Policy for Offshore Trade extended

The Chinese MOF and the SAT have jointly issued the Circular to extend the preferential stamp tax treatment for offshore trade which is effective from 1 April 2025 to 31 December 2027. According to the Circular, contracts will be exempt from stamp tax for offshore resale business conducted by enterprises registered in Shanghai Pilot Free Trade Zone or other special areas.

Management Measures Adjusted for Special Customs Supervision Areas

The Chinese General Administration of Customs and five other departments have jointly issued Announcement 2025 No. 83, clarifying the adjustments to the management measures on “special accounting books” related to special customs supervision areas, bonded supervision premises, and processing trade outside these areas. The Announcement shall come into force from 10 June 2025.

Re-shipment of Exported Goods under Overseas Contracted Projects into China

Recently, the Chinese General Administration of Customs​ has drafted the Announcement on Issues Related to Tax Collection and Administration for Re-shipment of Exported Goods under Overseas Contracted Projects into China to extend the period from three months to six months.
